PROCEDURE FOR SIGNING EUR 1 AND EUR-MED MOVEMENT CERTIFICATES

We are writing to inform you about important changes in the customs documentation process that will come into effect from next Monday, April 29th, at the Valencia customs office, specifically related to the signing of EUR1 certificates.

These changes are essential to ensure the proper management of operations. As of the mentioned date, the following modifications will be implemented:

1. The exporter must provide all appropriate documentation demonstrating the originating status of the products The following documentation is important: a digitally signed letter from the exporter detailing the product’s acquisition process and the origin of the raw materials used and attach Annex 22-15 from each corresponding raw material supplier.
2. In accordance with article 114.10 of the RE, no EUR1 certificate will be issued after clearance, except in exceptional This implies that drafts must be confirmed on the same day of exportation, as issuance with the mention “issued subsequently” will not be allowed.

The customs office has communicated its strictness regarding the signing of EUR1 certificates. In case the required documentation is not provided, subsequent requests will be made for its submission, potentially delaying the signing even after the vessel’s departure. It is important to note that EUR1 certificates will not be issued retroactively.
